The steel does not extend all the way to the tip of the lever, so it actually creates a stress point. I have broken the tips off two levers.
The people at velo-orange recommend all-steel levers - It is a costly frustration to be in the middle of nowhere and have your tire lever break. I have gone to all-steel. I have not had any problems with them scratching my rims. The steel actually slides better than plastic.

I don't think its a degradation problem but I have broken two of these levers. They are not as tough as some of my plastic ones and break more readily as well as costing significantly more. Live with breakable cheap plastic or metal levers.

i have had a number of these i have bought over the years. possibly from chemicals but certainly not from sunlight, a number of my levers have had the plastic coating get brittle and break. the result is a useless tool since the underlying steel is sharp and will cut the tube. buy all aluminum ones or the all titanium ones instead and youll have a tool that will last and be better for the environment.
